Regulating Foreign Universities by India

Acording to the All India Council for Technical Education (AICTE), 68 institutions are reported to be conducting programmes in collaboration with foreign universities/ institutions without approval from the Council. No University other than those established under Section 2 (f) or institution declared deemed to be university under Section 3 of the University Grants Commission Act, 1956 can award any degrees in India.

At present, only the All India Council for Technical Education (AICTE) has framed regulations, in the field of technical education, for entry and operation of foreign Universities / institutions imparting technical education in India. A legislative proposal for regulating the entry and operation of foreign educational institutions, in India is under consideration of the Government.

NSHM Knowledge Campus to Set up India’s First Retail University at Lavasa

NSHM - Knowledge Campus, Kolkata has signed an agreement with Lavasa Corporation Ltd. to establish India’s first Retail, Media & Thinking Management University at Lavasa, Maharashtra. The University will be set up in association with the Retailers Association of India (RAI). NSHM has emerged as a quality provider of graduate and undergraduate education in management, media, computer applications, hotel management and technology offering a holistic range of courses in association with reputed international universities. Lavasa is free India’s first and largest Hill Station being developed by Lavasa Corporation Ltd, a part of HCC.

Scheduled to commence operations from the academic year 2010, the NSHM Knowledge Campus will admit about 1600 students (including international students) every year for a wide range of courses that have a high employability value in the Retail, Media & Management space. Spread over 20 acres at Lavasa, the campus will have an academic space of over 1.5 lakh sq ft and residential space of 2 lakh sq ft.

Children Education Allowance for Government servants Revised

Consequent upon the recommendations of Sixth Central Pay Commission, the Government has revised the Children Education Allowance for Government servants. The Education Allowance was given to all employees in the form of reimbursement of tuition fee at the rate of Rs.40 per month per child for children studying from Class I to Class 10. This has been revised to Rs.1000 per child per month for 2 children. Instructions to this effect have been issued.

Five times increase in prize money of MAKA Trophy to Universities

The Ministry of Youth Affairs & Sports has increased the prize money of Maulana Abul Kalam Azad (MAKA) Rolling Trophy, fivefold to Rs.10 lakhs, Rs.5 lakhs and Rs. 3 lakhs, from the existing Rs. 2 lakhs, Rs. 1 lakh and Rs.50,000, respectively for the first, second and third overall winner Universities. The present prize money is a pittance for the Universities, which spends heavy on Sports promotion. Ministry categorized the University Games as ‘Priority Games’ and designated Association of India Universities (AIU) as a National Sports Promotion Organization.

The First prize winning University will receive cash prize and the trophy along with a small replica of the MAKA Trophy for retention by them. The cash awards will go towards the development of sporting facilities in the universities. President Pratibha Patil will present the MAKA award along with the Rajiv Gandhi Khel Ratna, Arjuna and other awards at Rashtrapati Bhawan on the National Sports Day on Aug 29, 2008

NIFM to train the first batch of ICFe Faculty

The Institute of Computer and Finance executives (ICFe), today formally announced the beginning of their first programme for Faculty training by NIFM (National Institute of Financial Management), under Public Private Parnership. This “Faculty Upgradation” programme a fully residential one, will be held at the NIFM, Faridabad campus from the 18th to the 22nd of August 2008 and will see participation of 20 faculty members of ICFe.

NIFM Faridabad is an autonomous training instituteunder the Ministry of Finance, Government of India. NIFM is a strategic consultant to ICFe for faculty training and is creating special modules dedicated to inculcating the right teaching methods and methodologies in ICFe faculty. The training programme will focus on sharing details of new developments in finance and accounts. The NIFM faculty will train ICFe on the most effective pedagogy in order to handle students’ queries as well as hone ICFe’s presentation and teaching skills.

HAL Bangalore and BITS Pilani join hands for industry university collaborations

Right from 1979, Birla Institute of Technology and Science (BITS) Pilani, has set a benchmark in Industry University collaborations for addressing the Human Resource Development issue of various industries by launching an array of work integrated learning programmes to synergize the workplace requirements of the industry with the learning requirements of the university.

Hindustan Aeronautics Limited (HAL), Bangalore is a Strategic Defence Public Sector Undertaking under the Department of Defence Production, Ministry of Defence, Government of India. HAL is engaged in Design, Manufacture, Maintenance and overhaul of various types of Aircraft, Helicopters, Accessories, Avionics etc. While HAL has a strong knowledge based workforce of over 30,000 employees, it also utilizes modern and advanced aerospace technology.

A PIO Univerity at Bangalore, Manipal being considered

The Government is considering a Project Report from the Manipal Academy of Higher Education Trust, Manipal for establishment of a PIO University in the country. The detailed shape of the University will be worked out after more consultations with the Academy.

Government has decided to set up such a University at Bangalore following the recommendations of a high level committee. The university will have the status of deemed university under section (3) of the UGC Act. It will have 50 per cent seats earmarked for PIOs/NRI and the remaining 50 per cent for resident Indians.

PMO reviews higher education intitiatives

The Principal Secretary to the Prime Minister reviewed the status of the Prime Minister’s initiatives during the year aimed at improving the standard of higher education and to increase enrolment and facilitate access to quality higher education in the country.

The initiative to set up eight new Indian Institutes of Technology is on course with the first academic sessions starting in 2008 in six of the new IITs in Andhra Pradesh, Bihar, Rajasthan, Orissa, Punjab and Gujarat . The session for IIT Orissa has already been started at lIT Khargpur in July 2008 and classes will begin for IIT Punjab at lIT Delhi in Sept 2008. And the academic session for the other 4 new IITs, will begin during August 2008.

Chettinad Academy of Research and Education, Padur is Declared as Deemed to be University

Central Government recieved an application from Rajah Muthiah Chettiar Charitable & Educational Trust, Chennai, Tamil Nadu seeking status of ‘deemed-to-be-university’ to Chettinad University, Padur, Kancheepuram District, Tamil Nadu, as a ‘De Novo’ Institution, under Section 3 of the UGC Act, 1956.

UGC has examined the said applications and vide its communication bearing F.No.40-1/2007(CPP-I) dated 01.01.2008 has recommended for conferment of status of ‘Deemed-to-be-University’ to Chettinad Academy of Research and Education, Padur, Kancheepuram District for a period three years subject to review at the end of each year. Later, the UGC vide its communication F.No.40-1/2007(CPP-I) dated 22.02.2008 has partially modified its recommendations to the effect that the status recommended be awarded under De Novo category;

UGC Sends XI Plan Visiting Committees to Universities

With the commencement of the XI Plan, the Chairman, UGC has constituted Expert Visiting Committees to visit 168 Universities eligible to receive financial grants from UGC. 30 Universities have already been visited and the visits to remaining other universities have been scheduled.

At the beginning of each Five Year Plan, UGC sends Expert Visiting Committees to all the Universities eligible to receive financial assistances from UGC to evaluate their performance/implementations of schemes in the previous Plan period and to assess their financial requirements for the next Plan.
