38 Financial Engineering and Computational finance

The All Indian Council for Technical Education (AICTE) is the apex body charged with the responsibility for planning and co-ordination of development of technical education in India. It monitors the qualitative growth of technical education, in relation to planned quantitative growth and proper maintenance of norms and standards. The national board of accreditation of AICTE is responsible for the accreditation of both state and private engineering colleges. The accreditation exercise is based on the parameters like quality of teaching, level of research, faculty expertise, available at the institutions. There are seven statutory regional committees across the country for assisting the AICTE in planning and development of technical education, monitoring and periodic evaluation of the approved institutions in region.
According to the AICTE, India produced 410,791 engineers in 2003-04, 35 percent being computer engineers In 2004-05 the number of engineering graduates increased to 464,743 of which 31 percent were computer engineering.
India currently has 113 universities and 2,088 colleges, many of which teach various engineering disciplines. Engineering college in the country have been growing at 20 percent a year.
Five Indian states – Tamil Nadu, Andhra Pradesh, Maharashtra, Karnataka and kerala – account for 69 percent of India’s Engineers. Uttar Pradesh, Bihar, Gujarat, Rajasthan and Orissa account for only 14 percent.
2 years before, U.R. Rao Committee Studied the problems afflicting engineering and higher education in India and suggested to improve research and development. India needs well over 10,000 PhD’s and twice as many M. Tech. degree holders. Currently, India produces merely 400 engineering Ph.D. a year, mostly from the IIT’s and the Indian Institute of science, compared to 4,000 produced in the basic sciences.
In 2005, India produced 2, 00,000 engineering graduates about three times as many as the united state and twice as many as all of Europe. In 2005, India enrolled 4, 50,000 students in four year engineering courses, which means, that its output of engineering will more than double by 2009.
The creation of the all India Council of Technical Education in 1949, and the reports of the Engineering Personnel Committee (1956), and the Committee for Postgraduate Engineering Education and Research (1961), gave an impetus to higher level technical education.
According to the National Institute of Education Planning and Administration, the share of government’s expenditure on technical education currently turns around 4 percent.
Engineering Entrance Test
1. All India Engineering/Pharmacy/Architecture Entrance Examination (AIEEE)
AIEEE is conducted by CBSE, Department of Secondary and Higher Education, Ministry of Human Resource Development in compliance with the directives of the Government of India. for admission to degree level courses in Engineering and Architecture in Central Universities, National Institutes of Technology, Deemed Universities and Institutions in the states. UTs other than those covered by Joint Entrance Examination/state level Entrance Examination for paid or unpaid seats based on the score.
2. Joint Entrance Examination (JEE)
JEE is the admission test conducted by IITs (Indian Institute of Technology), are the most prestigious Engineering Institutions in India. They were established with the sole purpose of providing international standards of excellence in Engineering education. Apart from IIT, Institute of Technology-Banaras Hindu University, Varanasi also consider JEE for their admission process. The admissions to the undergraduate programmes for all Indian and Foreign National at these institutions are made through the JEE M.Sc. Integrated courses in pure and applied sciences and M.Tech Integrated courses in a few discipline are also offered by same of the IIT. Institutes For admission to 5½ years integrated M.Tech courses in biotechnology, candidate must have had biology/life science in addition to physics, chemistry and mathematics. The JEE consists of (a) preliminary examination (screening test) and (b) main examination Preliminary examination consists of an objective type paper of 3 hours duration in physics, chemistry and mathematics. Only screening test qualified candidates are eligible to appear in the main examination. The main examination has papers in physics, chemistry and mathematics of 2 hours.
3. Graduate Aptitude test in Engineering (GATE)
GATE is an all India Examination conducted by the seven Indian Institute of Technologies, on behelf of the National Coordinating Board-GATE, Department of Education, Ministry of Human Resource Development (MHRD) Government of India
Admission to postgraduate programmes, with MHRD and other government scholarship/assistantship, in Engineering/Technology/Architecture/Pharmacy/Science at engineering colleges/institutes in the country will be open only to those who qualify through GATE.
Some engineering colleges/institutes specify GATE as mandatory qualification even for admission of self-financing student to post graduate programmes. However, GATE qualified candidates in engineering disciplines are also eligible for the award of the Junior Research Fellowship in CSIR Laboratories. Some Government organizations prescribe GATE qualification as a recruitment for applying to the post of a Scientist.

2. Bihar Combined Entrance Competitive Examination (BCECE)
BCECE Board Constituted by Bihar Government which presently conducts BCECE for admission in Graduate level Vocational courses in Engineering medical and Agricultural streams available in the Universities, colleges and institutes of Bihar state as well as those situated outside Bihar against state quota seats
3. Common entrance Test (CET) Chandigarh
Admission is made on the basis of CET, conducted by punjab university for admission to BE/B.Tech/B/Arch courses in its colleges/Department of Chemical Engineering and technology, Punjab Engineering College
4. Combined Entrance Examination (CEE) Delhi:
CEE is held by the Delhi University every year generally in the month of June for admission to first semester of BE Courses in Delhi college of engineering and Delhi Institute of Technology. Candidates applying under Defence quota. Nominated candidates are exempted from CEE.
5. Centralized admission Process, Goa

Admission Procedure and test
Foreign candidates for admission to Japanese Universities are required to have a good command of Japanese language which is the medium of instructions in universities The Japanese Language Proficiency Test Co-sponsored by AIEJ and the Japan Foundation is offered in Tokyo, Osaka and 31 countries, including India [in New Delhi and Pune at present outside Japan, at the beginning of December every year. The test has four different levels and qualification of level 1 is necessary for admission to most universities.
